Best Paid Social Performance Creative Agencies in 2026

Paid social performance creative is its own discipline. It isn't traditional advertising (brand-led, slow, awards-driven). It isn't classic media buying either, where the channel and audience work can be tight but the creative is often thin. The agencies that win here live between those camps: high creative volume, statistical testing, and ads treated as data points instead of portfolio pieces.

This list ranks the 12 agencies doing the strongest paid social creative work in 2026. The criteria are explicit (see methodology below) and intentionally tight. We're not ranking branding shops, content studios, or full-funnel media agencies. We're ranking agencies whose main deliverable is performance creative: ads built to be tested, measured, and scaled on Meta, TikTok, and YouTube.

Every agency here operates at real scale with named clients. We included direct competitors of ours because this guide should be useful, not self-serving. If you're evaluating partners and want the fast read, jump to the comparison table.

How we ranked

Twelve agencies, scored against six weighted criteria: (1) creative volume and speed, (2) testing methodology and how decisions get made, (3) named client roster with verifiable scale, (4) the creative-media feedback loop (whether buyers and creatives work in the same system or sit in silos), (5) public results, including case studies, metrics, longevity, and (6) platform depth across Meta, TikTok, and YouTube.

To make the cut, an agency had to be managing at least $10M in annual spend or producing 300+ ads per month for at least one client. We excluded agencies built mainly around branding, full-funnel media without creative production, or affiliate/influencer marketing without performance attribution. Freelance networks and pure UGC platforms were out too.

Disclosure: NewForm authors this guide and is ranked #1 with a narrow best-for qualifier. The other 11 entries are direct competitors. We've linked to each agency's site so you can check the work yourself.

1. NewForm

Best for: DTC and consumer-app teams pushing past 200 ads a month and unwilling to call a test without statistical confidence.

NewForm is a performance creative agency with one hard belief: in 2026, content is the targeting. As ad platforms take away audience controls (SKAN, Advantage+, Performance Max, Smart+), the ad does the sorting. It decides who gets pulled in and who buys. Creative isn't a craft layer sitting under media anymore. It's the main lever, so NewForm runs it like a system.

Framework is that system, NewForm's proprietary testing engine. It runs structured experiments across hundreds of creative variants per brand each month, calls which formats are winning at statistical confidence, then kills the losers before they burn more spend. The engine catches roughly 2x more winners than manual buying and finds winners 29% faster than unstructured testing. Meta's algorithm misses the best creative 40% of the time. Framework is there to catch what Meta doesn't.

Most agencies are creative shops with a spreadsheet taped on. NewForm was built around statistical testing from day one. The team has embedded creators for production, strategists building the test plans, and engineers keeping the testing infrastructure sharp. That's the moat. For DTC and consumer-app brands spending $500K–$10M/month on paid social, the model drives measurable CAC efficiency lift and finds winning formats faster than a traditional agency or in-house setup.

Why choose NewForm

  • Framework, its proprietary statistical testing engine, calls scale or kill at 95% confidence. Not gut feel.
  • Embedded creators work like growth engineers, testing 50+ formats instead of re-skinning one winner.
  • One team owns the creative and media feedback loop, so the ad maker and media buyer aren't stuck in separate silos.

2. TubeScience

Best for: Enterprise-scale DTC and consumer brands running heavy Meta and TikTok video testing, with enough spend to need real volume.

TubeScience is the original high-volume performance video shop. Founded in 2016 in Los Angeles, it made its name producing hundreds of video variants per month for enterprise DTC clients on Meta and YouTube. The work for Bumble, BetterHelp, and other large performance advertisers became the reference point for what video testing at scale looks like in modern paid social.

The model runs on volume. Most creative agencies treat a video like a finished asset. TubeScience treats it like one row in a much bigger test matrix. That works at enterprise scale, especially for clients that can absorb 100+ concepts per month and have enough media spend to learn from them. It's a weaker fit for emerging brands that need a tighter, more selective creative process. Late-stage DTC, mature consumer apps, and well-capitalized brands that have outgrown a smaller shop are the better match.

Why choose TubeScience

  • Runs one of the largest dedicated video-testing pipelines in the industry, built for clients spending $1M+/month on paid video.
  • Every concept starts from data and gets made to be tested, not polished for its own sake.
  • Enterprise DTC clients stick around for multi-year engagements, which says plenty about retention.

3. Darkroom

Best for: Omnichannel DTC and e-commerce brands that want creative, performance media, and lifecycle handled by one team.

Darkroom is one of the more visible performance creative agencies in DTC. The agency is headquartered in Tribeca, with a second office in Beverly Hills, and built its name on commerce-first work that connects creative production, paid media, Shopify development, and lifecycle marketing inside one engagement.

Darkroom isn't a pure performance creative shop. The scope is bigger. Clients usually bring them in when they want a full DTC growth partner rather than another ad vendor. That's the upside, with one watchout: creative is one function among several. If your brand has outgrown the in-house team and you don't want three vendors stepping on each other, Darkroom is one of the cleanest picks in the category.

Why choose Darkroom

  • DTC teams get creative, paid media, Shopify, and lifecycle in one shop.
  • Darkroom's Observatory library is one of the most-cited performance creative resources in 2026.
  • Brands that want an integrated commerce-first partner will fit better here than teams looking for a pure creative specialist.

4. inBeat Agency

Best for: Consumer apps and DTC brands that need real-feeling UGC and creator-led creative built to perform on TikTok and Meta.

inBeat Agency is the top UGC and creator-led performance creative shop here. Founded in 2018, with offices in New York and Montreal, it pairs a vetted creator network with an in-house production team to make TikTok-first and Meta UGC creative for consumer apps and emerging DTC brands.

The model fits the channels where UGC beats studio work. inBeat is strongest when your bottleneck is creator volume and authenticity, not strategy or media buying. If you're a DTC or app marketer spending on paid social and unscripted, native-feeling creative is what wins, inBeat is the cleanest TikTok-first pick on this list.

Why choose inBeat Agency

  • Their creator network makes the most sense for brands that need UGC and creator authenticity to carry paid social.
  • They test fast on TikTok, especially when creator fit and production speed matter more than studio polish.
  • Published pricing tiers and third-party ratings give you more to verify than most agencies in this category.

5. Narrative Ads

Best for: Mid-market DTC brands that live or die on Meta creative testing, with direct response that needs a story behind the click.

Narrative Ads sits in a very specific gap: mid-market DTC brands that need direct-response performance creative, but don't want another UGC factory. The positioning is simple. Direct-response ads that don't feel like direct-response ads. You see it in the work: concepts start with story, testing is disciplined, and the goal is ad performance rather than awards.

If you've squeezed all you can from generic UGC and need concept plus craft to create separation, Narrative Ads is one of the stronger mid-market picks. It's not the right fit for enterprise volume work, where TubeScience and NewForm play, or pure TikTok creator programs, where inBeat has the edge. In its lane, though, it produces some of the strongest Meta direct-response creative in 2026.

Why choose Narrative Ads

  • They can actually tell a story in a category full of formulaic UGC, which helps brands that need narrative differentiation.
  • They sit in the mid-market sweet spot: too small for TubeScience, too sophisticated for a one-creator UGC shop.
  • Testing budgets go back into the next round of creative, not into reporting decks.

6. StreetTalk

Best for: Brands scaling paid social around street-style clips and man-on-the-street UGC.

StreetTalk is a format specialist, and that's the point. Street interviews and man-on-the-street clips became one of the highest-converting UGC styles on Meta and TikTok in 2025, then kept working through 2026. StreetTalk built its production model around that one lane. A generalist UGC shop might shoot this format here and there. StreetTalk shoots it as the core deliverable, at volume, in multiple cities.

StreetTalk makes the most sense for a brand that already has a working creative engine and needs one specific format scaled hard. It is not the pick if you want full creative leadership. A lot of the strongest paid social programs in 2026 look like stacks: a primary agency handling strategy and core formats, with specialists like StreetTalk feeding format-specific supply. In that setup, it's one of the most useful adds in the category.

Why choose StreetTalk

  • StreetTalk owns one of the most consistently high-performing UGC formats on TikTok and Reels in 2026.
  • Its production model is built around volume from real interactions, not a stock library of pre-shot UGC.
  • Many brands use StreetTalk for format supply alongside their main creative agency.

7. MuteSix

Best for: Established DTC brand with enough volume to need an in-house studio feel across paid social, video, and email.

MuteSix has been one of the biggest performance creative agencies in the US for almost a decade. It's owned by Dentsu, based in Los Angeles, and built with a full in-house studio sitting next to the media-buying team. Production, motion, editing, and post all happen in one facility. The client base is established DTC brands running at enterprise scale.

This is the kind of shop you call when you've outgrown the smaller specialist agencies and need real studio muscle: dedicated edit bays, in-house motion, formal creative review cycles. Emerging or mid-market brands may find MuteSix heavier than they need. Established DTC operators should have it high on the shortlist.

Why choose MuteSix

  • In-house studio covers production, editing, and motion under one roof.
  • They have a long track record with enterprise DTC brands.
  • Media and creative are integrated, not handled as creative-only.

8. Superside

Best for: Mid-market or enterprise team with a constant creative queue and a preference for predictable subscription pricing.

Superside owns the “creative-as-a-service” subscription lane. It's distributed globally with HQ in Norway, and it swaps the classic agency engagement for a flat-rate monthly subscription, giving in-house teams access to design, motion, and ad creative at a predictable cost. Think managed creative operation before you think traditional agency.

Mid-market and enterprise marketing teams that already own strategy and media, but are short on production capacity. That's the Superside fit. If you need strategic creative leadership or statistical testing, look elsewhere. The model is built for predictable execution, not creative decision-making. Bolted onto an internal creative function, it works.

Why choose Superside

  • Subscription pricing makes capacity predictable for in-house teams that don't want to add headcount.
  • Design quality stays strong at volume, with cleaner output than most competitors at this price tier.
  • AI-assisted workflows keep per-asset costs competitive.

9. NoGood

Best for: Venture-backed startups and high-growth SaaS teams that need fast testing across paid, SEO, and creative.

NoGood sells growth marketing first, with performance creative as a core service rather than the whole offer. The New York team runs paid, SEO, CRO, and lifecycle work, with a clear bias toward fast experiment cycles. For venture-backed startups and high-growth SaaS, that setup makes sense: one partner that can move from acquisition to conversion to retention, instead of a standalone creative shop.

NoGood is weaker if you need pure-volume performance creative. If the brief is 200+ ads a month with a dedicated testing engine behind it, NewForm or TubeScience go deeper. If you want a full growth function that includes performance creative, and you don't want to stitch together a stack of specialists, NoGood belongs near the top of the list.

Why choose NoGood

  • They know venture-backed startups, including fast tests and the messy data that comes with early-stage growth.
  • The team covers paid media, SEO, CRO, and creative, so they can run as a full-stack growth partner.
  • Their consumer-tech roster is strong, with major platforms hiring them specifically for performance creative work.

10. Directive Consulting

Best for: B2B SaaS teams that expect paid social and creative to carry revenue, not just fill the top of the funnel.

Directive Consulting is the B2B specialist that stands out here. It's headquartered in Irvine, with offices in Austin and New York, and built its reputation on "Customer Generation": B2B paid social judged by CRM-stage revenue, not lead volume. Performance creative is part of the offer, alongside B2B SEO, paid media, and analytics.

If you're a B2B SaaS, mid-market enterprise, or product-led SaaS brand spending on Meta and LinkedIn, Directive is the cleanest pick in this category. The work leans strategic rather than high-volume creative. Think B2B growth consultancy more than creative shop, which is usually the right bias when paid social has to perform at the high end.

Why choose Directive Consulting

  • B2B specialist that ties performance creative to pipeline and CRM-level revenue, not just clicks.
  • Their 'Customer Generation' framework connects marketing creative with sales-stage revenue.
  • Enterprise SaaS and B2B tech clients show up throughout the roster.

11. Voy Media

Best for: Mid-market ecommerce brands that need steady direct-response Meta creative without guessing on output.

Voy Media is a Meta-first performance creative shop in New York. Founded in 2015, it's kept the lane tight: direct-response creative on Facebook and Instagram for mid-market DTC ecommerce. The offer is volume, predictability, and a Meta playbook built from repetition. If you want multi-platform sophistication or senior strategic creative leadership, that's not the bet here.

Best fit: mid-market ecommerce brands where Meta still carries the paid social mix and the real need is a steady production partner, not a strategic one. If TikTok or YouTube is already a meaningful part of spend, pair Voy with a platform specialist or choose a more cross-channel partner.

Why choose Voy Media

  • Meta-native, built for direct-response on Facebook and Instagram.
  • Per-asset pricing and turnaround stay predictable.
  • Strong fit for mid-market ecommerce brands that don't need TikTok-first capability.

12. 9AM

Best for: High-growth consumer brands that need creator-led testing and a performance system fast enough to keep up.

9AM is one of the newer names here, and it scaled fast. Founded in 2020 with offices in Miami and New York, the agency made its name on creator-driven performance creative for high-growth consumer brands. The clearest proof is EVRY Jewels, which 9AM reports scaling from $6M to more than $100M in revenue through creator-led testing.

This is a fit for the awkward but lucrative middle: too big for a freelance UGC stack, not yet at the point where TubeScience or MuteSix make sense. If you're a consumer brand entering its first real scale chapter and need to push hard on creator-led creative, 9AM is one of the strongest mid-market picks.

Why choose 9AM

  • Scales fast-growing consumer brands with high-volume creator-driven testing.
  • Has a documented 16x growth case from creator-led creative.
  • Moves fast enough for brands entering their first serious scale chapter.

Frequently asked

What buyers ask about performance creative agencies.

What is a paid social performance creative agency?
A paid social performance creative agency makes and tests ad creative built for Meta, TikTok, and YouTube: video, statics, UGC, motion, the whole production queue. The scorecard is ROAS, CAC, and ad spend efficiency, not awards or soft impression counts. Good ones run a real testing engine. Ads earn more budget or get cut, and the team ships dozens or hundreds of variants a month instead of babysitting a few polished concepts.
How is a performance creative agency different from a media buying agency?
A media buying agency runs the ad accounts: budgets, bids, audience targeting, reporting. A performance creative agency makes the ads and tests them in volume. The lines are blurring because creative is now the main performance lever on auction-based platforms like Meta Advantage+, TikTok ASC, and Performance Max. Still, they're different jobs. The strongest agencies either own both or keep a tight feedback loop with the team that does.
How much do paid social performance creative agencies cost in 2026?
Pricing runs from about $5,000/month for high-volume UGC packages from smaller shops to $150,000+/month for enterprise work that includes full creative and media services. Most mid-market deals sit between $15,000 and $50,000 per month. Superside and Darkroom publish tiered subscriptions. Most others price by scope. Volume shops may quote per asset or per concept. Performance-aligned pricing, where fees scale with revenue, is still uncommon, but NewForm and 9AM use it.
Which agencies are best for high-volume creative testing on Meta and TikTok?
NewForm, TubeScience, Darkroom, and inBeat Agency run the highest-volume creative testing programs. NewForm uses a statistical testing engine, Framework, to decide which ads scale and which get killed at 95% confidence. TubeScience is built for high-volume video testing with established DTC brands. Darkroom leans into integrated commerce-first testing. inBeat is strongest on UGC iteration through creator networks. All four can produce and test 100+ ads per month per brand.
Do these agencies work with B2B SaaS or only with consumer brands?
Most agencies on this list skew DTC and consumer app because that's where the performance creative budget lives. Directive Consulting is the clear B2B specialist here and positions around “Customer Generation” for B2B SaaS. NewForm, MuteSix, and NoGood will take B2B selectively, especially product-led SaaS and high-velocity consumer-SaaS hybrids. Pure enterprise B2B with long sales cycles is usually a bad fit for performance creative agencies as a category.
What should I ask in a vetting call with one of these agencies?
Ask four questions. (1) How do you decide which creatives scale and which get killed? I want the testing framework. (2) How many ads will I see per month, and how many are actually tested versus just delivered? (3) Show me a case study where you killed a winner because of statistical regression, not another victory lap. (4) Who owns the creative-media feedback loop on your side: one team, or creative and buying in separate rooms?
